The 11th Moscow International Chemical Forum has opened at EXPOCENTRE Fairgrounds within the Khimia 2023 International Exhibition. The forum is organised by the Russian Ministry of Industry and Trade, the Russian Chemists Union, and EXPOCENTRE AO. 

This year's forum brought together top managers and professionals of the Russian chemical industry, as well as representatives of science and higher education. The Plenary Session on Management of Technological Development: a New Stage in Cooperation Between Business and the State was moderated by Russian Deputy Minister of Industry and Trade Mikhail Yurin and President at the Russian Chemists Union Viktor Ivanov.

Greeting those present at the opening of the 11th Moscow International Chemical Forum, President at the Russian Chemists Union Viktor Ivanov said, “We want to build a dialogue with the industry, with its representatives. Interactive voting during the session will touch upon all the topics of the plenary session. Everyone will have an opportunity to contribute to the development of further strategy for the promotion of the chemical industry. The discussion will focus on such issues as the creation of new and development of existing state support measures, the strategy for the development of industrial enterprises in the time of tightening regulations, production and technological cooperation of state corporations, filling the shortage of personnel in the chemical industry, new chemical technologies, research and materials.”

Russian Deputy Minister of Industry and Trade Mikhail Yurin drew the attention of the participants to the ministry’s current development plan of the chemical industry. It includes the most important areas such as development of basic chains designed to stimulate increased production of allied products, development and implementation of the technological sovereignty project, import substitution of critical chemical products, continued support for projects of specialty chemicals production, and development of human resources. The deputy minister stressed that one of the key tasks of the industry development plan is to involve large chemical and petrochemical companies with raw material base and competencies in the production of specialty chemicals. He also mentioned a current good dialogue between the business community and the government.

It was said that chemical products are widely used in almost all areas of the domestic economy and play an important role in its innovative development. In 2022, the output of chemical products totalled more than RUB 7.5 trillion. This exceeded the level of 2021 by almost 13 per cent. Chemical industry enterprises managed to launch 11 investment projects with a total investment of more than RUB 38 billion and create 585 new high-performance jobs. Since the beginning of 2023, 13 more projects with investments of over RUB 18.5 billion have been launched.

In his speech, Chair at the Chemical Industry Committee of the Business Russia Public Organisation Mikhail Sutyaginsky highlighted the topic of import substitution in the chemical industry. “In the face of sanctions, we are taking responsibility for production that is strategically important for Russia. Every third company, which is a member of the industry community, is now either launching new products or increasing production capacity, trying to make up for the shortage of products, ” said Mr. Sutyaginsky.

Great interest was generated by the speeches of Managing Director at Sibur OOO Daria Borisova, Director of Technology Development at Rosatom Group Andrey Shevchenko, Vice President at the Russian Academy of Sciences Stepan Kalmykov, as well as top managers of several major chemical companies.

Following the discussion, it is planned to prepare a number of industry-wide proposals for further improvement of state support measures aimed at the development of the Russian chemical industry and ensuring technological sovereignty in this sphere, as well as in other related sectors of the economy.
