Part of the state support measures in response to the anti-Russian sanctions, according to the speaker, have already been adopted and will be implemented in the near future, while some measures are under governmental consideration. The proposed measures include allowing a simplified taxation system for textile and garment industry enterprises, as well as an import substitution programme based on the analysis and forecast of the development of the range of foreign ready-made garments, footwear, leather and footwear products, raw materials and equipment.

Dmitry Kurochkin separately referred to the implementation of investment projects, many of which go through the Industrial Development Fund, which operates in the former mode and maintains the former rates. For example, the Russian Chamber of Commerce and Industry has been using the investment infrastructure on the basis of regional and municipal chambers of commerce and industry to support small and medium-sized enterprises for more than 10 years.
