A strategic session on Addressing the Challenges of Import Substitution in Biomedicine  was held at EXPOCENTRE Fairgrounds as part of Russian Health Care Week. It was attended by specialised experts, businessmen, development institutions, scientific and production enterprises, chambers of commerce and industry including: Stavropol Territory CCI, Central Siberian (Krasnoyarsk), Arkhangelsk, Moscow, Ulyanovsk regions, Gubkin, Obninsk, and Serpukhov CCIs.

The event was moderated by Dmitry Kurochkin, Vice President at the Russian Chamber of Commerce and Industry, and Elena Medvedeva, Director at the Department of Project and Investment Activities of the Russian Chamber of Commerce and Industry.

Welcoming the participants in the strategic session, Dmitry Kurochkin, Vice President of the Russian Chamber of Commerce and Industry, noted that today there are a lot of challenges in this area that require immediate solutions, including provision of consumables for devices used for in vitro diagnostics, development of a network of services for repair of domestic equipment, development of fine chemicals to create competitive substances, increasing the number of sector-specific funds investing in start-ups, and personnel training. Small technology companies and developments at low levels of technological readiness are financed by the Skolkovo Foundation, the Innovation Promotion Fund, and the PharmMed Innovations Fund of the Russian Ministry of Industry and Trade. The Centre for Support of Engineering and Innovation may allocate funding for ‘growing up’ to meet the requirements of state corporations for the purpose of import substitution, if it is about accelerated development of genetic technologies, creation of modern equipment, devices and appliances for the Russian industry.

Valery Beregovykh, Deputy Chairman of the CCI of Russia Committee on Entrepreneurship in Health Care and Medical Industry, RAS Academician, outlined the main ways of solving the problems of import substitution in biomedicine.

The event was also attended by other members of the CCI of Russia Committee on Entrepreneurship in Health Care and Medical Industry such as Viktor Dmitriev, General Director at the Association of the Russian Pharmaceutical Manufacturers, member of the Board of the Russian Chamber of Commerce and Industry, and Alexey Egorov, Chief Scientific Officer at the Chumakov Federal Scientific Center for Research and Development of Immunobiological Drugs of the Russian Academy of Sciences, RAS Academician.

Olga Tarasova, Director at the Centre for Development of Scientific and Educational Initiatives, member of the Coordinating Council for Youth Affairs in the Scientific and Educational Spheres of the Presidential Council for Science and Education, co-author of the Nasha Laba project, highlighted the possibilities of the Nasha Laba: Catalogue of Scientific Equipment and Consumables project in solving the problems of technological import substitution. Technological solutions for import substitution were presented by project participants Dmitry Slavashevich, General Director at Algimed OOO, and Maxim Kuznetsov, Head of Marketing Department at NV-Lab Group.

Vladimir Egorov, Deputy Director at the Biomedical Technologies Cluster of the Skolkovo Foundation, informed about the measures being implemented to support start-ups. Semyon Lunev, Director at the Department of the Information Centre for Engineering and Innovation Support, presented the grant programme for ‘growing up’ technology companies to meet the requirements of large Russian corporations.

Marat Nuriev, Head of R&D Services of the Regional Development Department at the Skolkovo Foundation, spoke about the possibilities of the Sk RnD Market international platform in terms of promoting projects in the field of biomedicine.

Nadezhda Perova, Chairwoman of the Committee on the Development of Entrepreneurship in Health Care and Medical Industry at the Moscow Region Chamber of Commerce and Industry, Director General at BIOMIR Servis, Doctor of Biology, spoke about medical products for regenerative medicine. Alexander Komissarov, Head of the Hybrid Nanostructured Materials Laboratory at NITU MISIS, familiarised the participants with the project to create import-substituting biodegradable screws made of magnesium alloys. Anna Astakhova, Deputy Director General at Obninsk Filters Group (member of Obninsk Chamber of Commerce and Industry), informed about import substitution in the sphere of microfiltration technologies.

Sergey Selivanov, First Deputy Director General at EXPOCENTRE AO, took part in the strategic session.

Based on the results of the strategic session, a pool of projects will be formed for development institutions and promotion in domestic and foreign markets.
