Russian Construction Week 2022 brought together the 3rd edition of the International Exhibition for Building and Finishing Materials and Technologies, RosBuild 2022, the Salon of Low-rise House Construction, and the Building the Future of Russia Together Forum. It has once again confirmed its status as a sought-after international event aimed at implementing state programmes and national projects, housing renovation programmes, shaping a modern urban environment, and supporting low-rise housing construction.

The Passive House showcase, organised by the Passive House at RosBuild, doubled the number of participants and the floor space in comparison to the previous year. Eighteen companies demonstrated energy efficient products and solutions. The Passive House Institute and EXPOCENTRE AO also hold a series of conferences and workshops.
The Salon of Low-rise House Construction was of interest not only to professionals, but also to private visitors who plan to build a country house. Balashov Houses organised a unique event: the Right Frame House Masterclass. The visitors had an opportunity to observe all stages of frame house construction in real time from the erection of walls to insulation and finishing. The company’s specialists were available on site all days to answer visitors' questions.

“We pulled off quite a feat. We assembled a life-size fragment of a two-storey house in three days. We designed the structure in such a way as to show the most complex elements of a frame house. During the four days, we showed distinct types of work: insulating the house, finishing the facade, vapour barrier and electrical protection. RosBuild gives a great opportunity to build a real house right on the show floor.”
Another master class, Technologies for Country Living, and a presentation of Open Village Business-Ecosystem were held by representatives of Open Village. Over the course of four days, the company's stand hosted live demonstrations of six building technologies. These technologies are currently the most popular today in mass countryside construction: block construction (three different types of blocks), frame construction, monolithic construction, flat roofs, and structural insulating panels. The visitors could try plastering walls themselves and learned how to install a window correctly. The stand of master classes featured Open Village, Xella (Ytong), Paroc, Nadezhny Dom, Rushousetop, Innoblock, Balashov Houses, Wienerberger, Peri, STMK, and SipWood.
The show also featured the Top Residential Complexes gallery, which showcased the projects of the developers who were winners, runners-up and finalists of the largest urban development competition Top Residential Complexes in 155 federal and regional nominations. The Top Residential Complexes award was established in 2019 together with the National Association of Home Builders and relevant committees of the Russian Chamber of Commerce and Industry and the Russian Union of Industrialists and Entrepreneurs.
Conference programme
An extensive conference programme of Russian Construction Week 2022 was held under an umbrella name of Building the Future of Russia Together to include 64 events.
The Plenary Meeting on the Development of Housing Construction in the Russian Federation opened the programme. The event was organised by the National Association of Home Builders, the National Association of Builders, the National Association of Manufacturers of Building Materials, Products and Structures, and EXPOCENTRE AO. Its participants included leaders and executives of the construction industry, relevant associations, and major construction companies. President at the National Association of Home Builders Leonid Kazinets and Russian Deputy Minister of Construction, Housing and Utilities Nikita Stasishin moderated the meeting.
Russian Deputy Prime Minister Marat Khusnullin addressed the participants via video link. He stressed the relevance and importance of the dialogue between the authorities and business on the development of the construction industry and, as a consequence, the improvement of citizens' living standards. The construction industry, in his opinion, must continue to create new things despite the difficulties of the current situation.
The participants discussed the state in the industry in view of the current situation, state support measures, mortgage lending, digitalisation of the industry, problems of Moscow’s urban development and specific steps to resolve them promptly, and other relevant issues.
The plenary meeting participants included Vice President at the Russian Chamber of Commerce and Industry Vladimir Padalko, Chair at the Public Council of the Russian Ministry of Construction, Housing and Utilities Sergey Stepashin, Chair at the State Duma Committee on Construction, Housing and Utilities Sergey Pakhomov, President at the National Agency for Low-rise and Cottage Construction, Chair at the Moscow City Duma Commission for Urban Development, State Property and Land Management Elena Nikolaeva, Head at the Moscow City Urban Planning Policy Department Sergey Lyovkin, and President at the National Association of Builders Anton Glushkov.
The plenary session was followed by an award ceremony for the winners of the annual Urban Development Contest "Top Residential Complexes 2022". Results>>
The National Association of Builders, the National Association of Home Builders, and EXPOCENTRE AO organised the Panel on Procurement and Pricing in the Construction Industry. Speaking at the panel, Anton Glushkov, President at the National Association of Builders, drew attention to the problems of the signing and implementation of public contracts at all stages of construction works.
The panel encouraged an exchange of expert opinions on the possibility of changing the terms of state (municipal) contracts, the procedure for contractors to prepare a justification for changing the contract price in case of a significant increase of prices for construction related materials, the contacts for overhaul of apartment buildings, and other relevant issues.
In parallel, the National Association of Builders held the Panel on Disputes over the Quality of Flats in New Buildings: Court Practice and Problems of Legal Regulation. Its participants, in particular, looked at the regional practice of the builder to correct deficiencies in new housing before the court, and suggestions from the professional community on how to improve the legislation.
RosBuild featured panels on development of the rental housing market, green housing and utilities, potential of the integrated development of territories, financing urban infrastructure, consumer qualities of new buildings, tools to stimulate investment in housing construction, architecture of housing, standardised design in private housing construction, completion of problematic shared-equity construction projects, the main directions of development of technical regulation in construction, development of large vacant areas, and other relevant topics.
The 2nd Russian Meeting on the Development of Building Materials Production was devoted to the results of 2021, development plans for 2022, the rational allocation of new production facilities in Russia, and national projects in the construction industry. The meeting was organised by the National Association of Manufacturers of Building Materials, Products and Structures, the National Association of Home Builders, and EXPOCENTRE AO.
A wide range of topics was discussed during the following panels: Business process management in a construction company; Energy efficiency in construction; Technological aspects of increasing labour productivity in construction. Their impact on the industry's contribution to the national economy; Converting land to commercial use. Sources and mechanisms; The digital vector of expertise development; Experience in combating illicit trafficking in construction products; Conformity assessment of building materials in the construction of buildings and structures; The "perfect storm" in the construction labour market. How to eliminate the staff shortage and raise the prestige of construction jobs? Who are they – the builders of the future?; etc.
The 5th edition of the Low House Conference, organised by the Russian Union of Designers, NOSI – the National Association of Construction Industry Participants, the National Association of Home Builders, and EXPOCENTRE AO, generated a lot of interest in the professional community. The event was moderated by NOSI President Aleksandr Loshchenko.
Efim Basin, Chair at the Russian Chamber of Commerce and Industry's Committee on Entrepreneurship in the Construction Sector, noted the relevance of the topic. He reminded that legislative acts had been passed to equate construction and financing of individual housing construction with multi-storey construction, and that all preferences were in effect, including mortgages. The Committee proposed a number of measures to support low-rise construction, pointing to the need to preserve the preferential mortgage rate of 7% per annum, family mortgages at 6% and allow fixed-price contracts.
Director General at Giprogor OAO Elena Chuguevskaya spoke about the architectural appearance of the development. She also spoke in detail about the problems with the architectural appearance of low-rise buildings and the possible perspectives. Elena Nikolaeva, President at the National Agency for Low-rise and Cottage Construction, reminded that low-rise development in different years reached 50% of all commissioned housing, even though the governmental incentive for low-rise construction was low. President at the National Association of Construction Industry Participants Aleksandr Loshchenko spoke about development of cluster systems as basis for the integrated development of territories in the regions. Irina Rudakova, Vice President of the International Association of Housing and Mortgage Funds and an academician of the International Academy of Mortgage and Real Estate, spoke about improving housing conditions through the expansion of housing finance programmes. Violetta Basina, Chairman of the Russian Union of Builders’ Committee for Cooperation between Developers and Homeowners, shared her experience of project financing for private housing construction.
The conference participants also paid attention to the construction of low-rise settlements in the Moscow region, the design and construction of timber multi-storey buildings, the creation of a design and technology cluster in the construction industry, and fire-safe roofing technologies and materials.
The Smart house: a modern housing trend panel was organised by the National Association of Home Builders and EXPOCENTRE AO to discuss characteristics of smart houses. The panellists highlighted the need for a clear description of their functions and elements for consumers. The event was moderated by Chief of Staff at the National Association of Home Builders and ERZ.RF, Director General at the Institute for the Development of the Construction Industry Kirill Kholopik. During the panel, ERZ.RF awarded the best projects from the Register of Smart New Buildings of such developers as FSK Group, Atomstroykompleks, DaVinci Group, Zhelezno Group, Novy Kod, and Atlas Development.
Several events of the conference programme were devoted to digitalisation in construction and management of apartment buildings.
NAIMT – the National Association of Organizations in the Field of Information Modeling Technologies, the National Association of Home Builders, and EXPOCENTRE AO held the panel on the development of state-managed information systems in urban planning. According to the event’s moderator, NAIMT President and Head of the Commission on Digitalisation of the Construction Industry of the Public Council of the Russian Ministry of Construction, Housing and Utilities Mikhail Viktorov, the topic of digitalisation is now playing a key role in each association of the industry. The Russian Ministry of Construction, Rosreestr, and the Russian Ministry of Digital Development, Communications and Mass Media are making great efforts to develop information systems.
At the panel, Department Head at the Digital Transformation Project Office of the Russian Ministry of Construction, Housing and Utilities Petr Metelkin said that the Ministry had developed a concept for a digital vertical of urban planning solutions. This vertical includes not only systems for urban planning, but also the national system of spatial data, which is done by Rosreestr. During the discussion, it was also noted that Building Information Modelling (BIM), as a process based on the use of intelligent 3D models, enables architecture and construction professionals to plan, design, construct and operate buildings and infrastructure more efficiently.
At the conference of Profitbase and ERZ.RF on digital transformation of development: yesterday, today, tomorrow, leading industry experts discussed the experience of leading companies in digital transformation, the future of the market in the current realities, and promising technologies. The participants agree that tools that save money and keep businesses running are especially important now, but investments in new technologies should be scaled back for the time being. Speakers discussed the impact of sanctions on IT products. According to their estimates, the biggest problems for the industry are related to the potential outflow of personnel and restrictions on the use of foreign software.
Representatives of InState, Frontliner and BuildDocs spoke about their solutions, which allow automating business processes of developers.
The Higher School of Economics, the National Association of Home Builders and EXPOCENTRE AO organised the Conference on managing apartment buildings – cases for developers, which generated a lot of interest among industry professionals. Presentations touched on problems that can be prevented by the developer, management concepts to ensure the declared comfort of living, management of conceptual residential properties, interaction of residents with the management company as a means of improving product policy for the developer, and other useful issues.
The panels on BIM technology in construction, Smart house – a modern housing trend, and Digitalisation in construction staffing also drew much attention.
The Passive House Institute and EXPOCENTRE AO held a series of interesting events: the 24th International Conference on the Passive House Energy-efficient Building Design and Construction Technologies, and workshops on energy-efficient construction technology.
The Aluminium Association and EXPOCENTRE AO organised the conference on advanced technologies and innovative aluminium-based materials for green architecture and construction to discuss application of new aluminium-based technology and solutions in construction.
Prominent experts and designers, executives of major aluminium companies and representatives of leading industry institutions exchanged information on the application of advanced technologies and innovative aluminium-based materials for use in the architectural and construction sector. The session participants shared their experience in implementing and using aluminium in modern buildings and structures allowing for improved performance, environmental and aesthetic qualities and for budget savings for national projects and renovation.
Reports were made by Head at the Construction Sector of the Aluminium Association Olga Ogorodnikova, Head at RUSAL's Consumption Development Project Group Alexander Volokitin, зDeputy Director of Sales at Masttech Timur Todua, and RUSAL/Gravis Construction Consumption Development Project Manager Roman Selin.
The central theme of the final day's programme was Marketing. Sales in Development.
On this day, the Russian Guild of Realtors, the National Association of Home Builders, and EXPOCENTRE AO organised the conference on the developer-realtor interaction: growth points. The event was moderated by President at the Russian Guild of Realtors Igor Gorsky, President at the Guild of Realtors of the Moscow Region, and Head at the Partner Relations Committee of the Russian Guild of Realtors Artemiy Shurygin.
Alexey Skorobogach, Director of KD-Consulting, certified by the Russian Guild of Realtors, real estate market analyst and consultant, presented the analytical review "Current Challenges of the Russian Housing Market". Tatiana Kopystyrinskaya, General Director of PRO.COMPLEX, and Andrey Bannikov, Vice-President of the Guild of Realtors of Moscow, spoke about trade-in for a developer as a guaranteed tool for increasing sales volumes. The conference participants also discussed investments in primary real estate, purchase opportunities and payback periods.
Other events on the final day of RosBuild 2023 were the conference on the trends and technology in primary real estate sales: a realtor's view, and panels on post-sales support of a residential new building by its developer, tying up money in land: a smart investment in a building plot, post-sales support of a residential new building by its developer, etc.
Feedback from the exhibitors and visitors to Russian Construction Week 2022 proves that all its events were effective and showed good results. Industry professionals and interested participants saw new products, conducted successful negotiations, signed contracts, discussed new challenges faced by the industry, shared solutions, found new partners, and planned steps for business development.
